The bill (Reg. No. 2137) aims at providing additional resources to expenditures of regional budgets of pilot regions – participants of the experiment on reforming health care system (Vinnytsya, Dnipropetrovsk and Donetsk regions).
In view of this, it is suggested determine that additional donation for financial alignment of local budgets in case of transition of health care institutions, providing secondary (specialized) medical assistance, into the joint ownership of regional territorial communities is distributed between the respective budgets in the following proportion: not more than 25 per cent to the budgets of city of oblast subordinance and district budgets; and not less than 75 per cent to regional budgets.
The Committee recommends the Verkhovna Rada to adopt the bill as a basis and in entirety with consideration of suggestions by the Committee regarding technical and legal clarification of the text of the bill.
